About the OTLRC

The OTLRC brings together the partners that are building the analytic tools to enhance and support Ontario’s organized construction sector.

The Provincial Building and Construction Trades Council of Ontario (PBCTCO) represents workers. The Council’s mission is to give construction workers a voice in the workplace, to help ensure that workers are well-trained to meet industry needs, and to promote healthy and safe working conditions with fair wages, pensions, and benefits.

The Construction Employers Coordinating Council of Ontario (CECCO) represent employers. CECCO represents 22 trade employer bargaining agencies in the I.C.I. construction sector, totalling 8,000 trade and general contractors and employing in excess of 80,000 workers throughout the province.

The Electrical Power Systems Construction Association (EPSCA) represents member contractors.  Serving over 100 member organizations, EPSCA negotiates and administers construction trade collective agreements on behalf of employers performing construction industry work for the Bulk Electrical System on Ontario Power Generation Inc., Bruce Power LP and Hydro One property.

These organizing partners engage their affiliated or associated local groups in this collaboration.

Governance

The Ontario Tripartite Labour Resource Council (OTLRC) was incorporated to enhance Ontario’s organized construction sector in meeting current and expected industry needs for skilled labour. This includes contributing to demand-supply forecasting, labour market analyses, apprenticeship and training supports, productivity improvement, worker mobility, and worker health and safety.

As a central part of this effort, OTLRC is overseeing the design, development, and implementation of the "Demand Supply Forecasting" platform.

The OTLRC is guided by an interim administrative board with a representative from the Provincial Building and Construction Trades Council of Ontario (PBCTCO), the Construction Employers Coordinating Council of Ontario (CECCO), and the Electrical Power Systems Construction Association (EPSCA).
